Tentative Agenda – Key Elements November 2026

HL7 Europe meets in Málaga for five days of working sessions on

  • the European FHIR Implementation Guides and European Health Data Space topics,
  • tutorials and workshops,
  • adoption in practice
  • hands-on testing,
  • FHIR in an instance, and
  • project work and governance meetings.

Implementation Guide work. We plan sessions across the full set, cross-cutting topics come first: open JIRA issues, obligations under Articles 15 and 36, logical model alignment, alignment with EHDS expectations. We present a summary of what has changed since the last Working Group Meeting. From there the work splits into Laboratory and Medical Test Result with the new microbiology profiles, Core with new profiles such as CarePlan, Imaging, the Medicinal Product Dictionary together with the IHE MPD status, and ePS/HDR with the Data API and the EU Digital Identity Wallet.

Tutorials and workshops. An introduction to the EU FHIR IGs, the EU Wallet, SNOMED on FHIR including the LOINC extension, MyHealth@EU services, and EHDS status and perspectives with the European Commission alongside vendor and implementer views. WHO UMC leads a session on the PhPID API for ePrescription and eDispensation, facilitated by HL7 Europe MPD, with hands-on testing for volunteers.

Adoption in practice. National agencies and implementers report on what actually happened when the guides met production systems: issues and the solutions found, instance validation, EHDS-related national implementations, and feedback that goes straight back into the IGs.

A full day of hands-on testing. Testing instead of slides, with no parallel technical sessions. On the programme are EHDS scenarios including EURIDICE specifications, the pre-adoption of the R5 document bundle rules in Laboratory, the Medicinal Product Dictionary, EMA, and mHealth@myHand with the Wallet.

FHIR in an instance. Render or surrender: narrative text in FHIR resources under the EHDS. SYNDERAI, the synthetic data set for EHDS testing, validation and teaching, presented together with its visualisation.

Projects and governance. xShare, the European Common Cancer Model and PHOENIX, and EURIDICE, plus the TNT meeting, the HL7 Europe Board meeting and the first session of the new European FHIR IG Management Group.

Venue is the NH Málaga, C. San Jacinto 2, 29007 Málaga. The xShare closing event follows from 19 to 21 November.

Hotel Recommendations

Please book your hotel and travel arrangements at your earliest convenience. Our WGM dates overlap Andalucía TRADE Global on 17–18 November at FYCMA, so Málaga will have additional business-travel demand.

HotelCat.Walk to NH MálagaEst. 16–20 Nov / nightAddressDescription / recommendation
Hotel NH Málaga★★★★0 min€170–220C. San Jacinto 2Conference hotel / maximum convenience. Modern business hotel and obviously the easiest option. Particularly suitable for speakers, people with early sessions, or anyone who values convenience over exploring the city.
Novotel Suites Málaga Centro★★★★2 min€150–190C. San Jacinto 7Excellent alternative to NH. Large ~30 m² rooms/suites, very close to the venue. Especially attractive for longer stays and delegates wanting more room.
H10 Croma Málaga★★★★4 min€190–230C. Prim 4Premium recommendation. Stylish modern hotel, terraces, excellent rooftop and very good location between NH and the old town. This remains my preferred HL7 Europe team hotel.
ibis Malaga Centro Ciudad★★5 min€95–125Cerrojo 1⭐ Budget recommendation. Simple but modern and dependable. Air conditioning, Wi-Fi, breakfast buffet and 24-hour snacks. An unusually good combination of low price and proximity to NH. all.accor.com
Sallés Hotel Málaga Centro★★★★6 min€145–185C. Mármoles 6Good 4-star value. More traditional than H10 but comfortable, with rooftop terrace/pool. Very reasonable choice if its rate comes in below NH/H10.
Hotel Málaga Premium★★★6–7 min€115–155C. San Juan 11⭐ Recommended 3-star choice. Smaller and more characterful. Excellent old-town location for restaurants and evenings while remaining close to NH.
ibis budget Málaga Centro4 min€75–105C. Calvo 4⭐ Best low-cost option. Very basic, but clean, modern and extremely convenient. Rooms are small (~11 m²). High-speed Wi-Fi and optional breakfast; excellent for participants simply wanting a bed close to the conference. all.accor.com
Sercotel Tribuna Málaga★★★8 min€100–140C. Carretería 6–10Good mid-range option. On the northern edge of the historic centre. Less business-hotel feeling and a pleasant location for restaurants and exploring Málaga.
Hotel Sur Málaga★★9–10 min€90–125C. Trinidad Grund 13⭐ Good traditional budget choice. No-frills independent city hotel in a particularly convenient location between Soho, Alameda Principal and the old town.
Soho Boutique Urban★★★9–10 min€105–145C. Casas de Campos 8Modern small hotel in the Soho district. Good choice for participants who prefer a more urban/boutique atmosphere to an ibis-type chain hotel.
Atarazanas Málaga Boutique Hotel★★★5–6 min€110–155C. Atarazanas 19⭐ Very attractive participant option. Opposite/near Mercado de Atarazanas, so the location is excellent for both NH and evenings in central Málaga. More local character than the business chains.
B&B HOTEL Málaga Centro★★★10–12 min€85–120Av. Fátima 7–9Good economical modern hotel. Slightly farther from NH but still easily walkable. Worth listing because B&B Hotels can be very competitively priced.
Soho Boutique Colón★★★★9–10 min€125–170Alameda de Colón 5Attractive smaller four-star boutique hotel in Soho. Good compromise for participants wanting something nicer without paying premium H10/Málaga Palacio prices.
Hotel Málaga Palacio★★★★11–12 min€220–280Cortina del Muelle 1Premium Málaga experience. Excellent location beside the cathedral with famous rooftop views. More leisure-oriented and considerably more expensive, but attractive for participants combining the event with a city break.

Five recommended choices at different price points:

€ – ibis budget Málaga Centro
Best for participants on a tight budget. Expect a genuinely compact 11 m² room, but it is modern and only minutes from NH. The hotel itself emphasizes its central location, Wi-Fi and easy airport/train connections. all.accor.com

€€ – ibis Málaga Centro Ciudad
Recommendation for participants. Better rooms than ibis budget (around 18 m²), breakfast buffet, bar/snacks and still only around five minutes from NH. all.accor.com

€€ – Málaga Premium / Atarazanas Boutique
For people who would rather have a small Spanish city hotel than an international chain, particularly for international HL7 attendees staying an extra night or two.

€€€ – Novotel Suites Málaga Centro
Probably the best practical alternative to NH. Participants are almost next door to the event but get unusually large rooms.

€€€+ – H10 Croma Málaga
Best upscale choice. Better atmosphere and leisure quality while still extremely close to NH.
